الملخص
إن نظام الرخصة بالنقاط نظام عالمي سابقت معظم الدول المتطورة على اتباعه، نظرا لما رأت فيه من وسيلة فعالة للتخلص من أكثر الظواهر خطورة على الدولة والتي يساهم أفراد الدولة أنفسهم في حدوثها وهي الحوادث المرورية، هذا النظام مكن بعض الدول من تحقيق المعادلة الصفرية أي صفر حادث، وهذا ما تصبو إليه الجزائر حيث بدأت بإدراجها في المنظومة التشريعية كأول خطوة لتنتقل بعدها إلى تطبيقها على أرض الواقع كخطوة ثانية. غير أن تطبيق نظام جديد على أرض الواقع يجد طريقا صعبا لتجسيده بالشكل الأمثل وهذا راجع للعديد من العراقيل والمعوقات، لعل أهمها يكمن في طبيعة المجتمع التي سيطبق عليه هذا النظام، ثم الجهة المؤهلة والمكونة لتطبيقه من دون ارتكاب أخطاء لا يمكن تلافيها. However, the application of a new system on the ground to find a difficult path for its interpretation as optimal and this is due to many obstacles and constraints, perhaps the most important lies in the nature of the society that will be Applied by the system, then the constituents eligible to apply it without making errors that can not be avoided.
