الملخص
الوقف الاسلامي صدقة جارية، ومدخل لمشاركة المسلم في الشأن العام ... هدفٌ مفترَضٌ يبدو على صلة وثيقة بواقع وأفق تجربةٍ دقّت أبواب البلدان الغربية، قبل أن تحسم جدلاً حول جدواها في بعض البلدان العربية الإسلامية. من هذا المنطلق؛ جاءت الدراسة لتركِّز على ما يمكن أن يعزز من دور الوقف في الجزائر من أجل إعادة بعث التنمية المحلية كنقطة بدءٍ لتحقيق التنمية القومية، والوقوف على متطلبات عصرنته بما يتواكب مع تحديات العصر في زمن أصبحت فيه الحلول الناجعة منسية. حيث توصي الدراسة بضرورة تظافر الجهود الحكومية و الشعبية نحو تنمية الوعي الوقفي، و تسبيل الأطر القانونية و التشريعية للصيغ المستحدثة في هذا المجال، و كذا الوقوف على أنجع الميكانيزمات للنهوض بالوقف على المستوى المحلي و ضمان استدامته. The Islamic Waqf, in Islam, is an ongoing charity. It is a way for the Muslim to take part in the public matters. An estimated goal seems to be closely related to an experiment that is being embraced by the Western countries, before settling the debate about its effectiveness in some Arab and Islamic countries. From this tand point, this study focuses on what can enhance the role of Waqf in Algeria to revive local development as a starting point towards achieving national development. In addition, it insists on ensuring its modernization with what conforms to modern day challenges in a time when sucessful solutions have been forsaken. The study recommends that the governmental and popular efforts should get together to develop awareness about Waqf. It urges also to provide legal and legislative frameworks for the developed formulas in this field. In addition , it stands on the most effective mechanisms to develop Waqf locally and ensure its sustainability.
