خطابات الكراهية في وسائل الإعلام و آليات مواجهتها: القانون الدولي الإنساني و الأخلاقيات المهنية Hate Speech In Medias And Mechanisms To Confront It International Humanitarian Law And Professional Ethics

الملخص
سعى هذه الدراسة للبحث في مفهوم الكراهية في علاقته بالممارسة الإعلامية و قواعد ممارسة المهنة و أخلاقياتها، كما تحاول استعراض تطور القانون الدولي الإنساني في مواجهة و مكافحة انتشار هذه الخطابات في الفضاء العام. كما ترجع لمختلف الأدبيات التي تشدد على الدور المأساوي الذي تلعبه وسائل الإعلام في نشر الكراهية و في خلق الخلافات وتضخيمها و في التسبب في النزاعات و الأزمات، خاصة عندما تتحول المؤسسات الإعلامية إلى وسائل دعائية تستخدم لممارسة الاغتصاب الجماعي للجماهير عن طريق الدعاية السياسية. فالكراهية في وسائل الإعلام حاضرة بمختلف أوجهها، من خطابات اللا تسامح و الإقصاء و التشدد و التطرف و التكفير و الدعوة للقتل و الاغتصاب و التعذيب و الاختطاف و غيرها من الممارسات التي تدخل في مسارات تنشئة الجمهور على الحقد و الكراهية. تتوقف هذه الدراسة بالتحليل لمختلف مواثيق أخلاقيات المهنة في مواجهتها للممارسات الإعلامية التي تنتج خطابات الكراهية، مع تحليل لأهم أدوات القانون الدولي الإنساني في مواجهته لظاهرة التحريض على الكراهية This study is an attempt to analyze the hated writing and/or telling in relation to media practice and the rules of laws and professional ethics. It is also effort to take stock of the evolution of international humanitarian law by confronting and combating the dissemination of these discourses in the public space. It also treys to returns to the various studies which underline the tragic role that the media play in the propagation of hatred, in the creation and amplification of differences, and in the creation of conflicts and crises, especially when media institutions are transformed. in the means of propaganda used to practice the mass rape of the masses through political propaganda. Hate is present in the media in its various aspects, from speeches of intolerance, exclusion, extremism, atonement, calls for murder, rape, torture, kidnappings and others. Toother practices which come in the way of educating the public to hate and to reject difference. Consequently, this study will analyze the different charters of professional ethics in their confrontation with media practices that produce hate speech, as well as an analysis of the most important tools of international humanitarian law in their confrontation with the phenomenon of incitement to hate.
