دور الرقابة الداخلية المفروضة من وزارة الداخلية على المؤسسات الأهلية في قطاع غزة

Résumé
هدفت الدراسة إلى التعرف على دور الرقابة الداخلية المفروضة من وزارة الداخلية على المنظمات الأهلية في قطاع غزة.وقد استخدم الباحثان المنهج الوصفي التحليلي، لمناسبة هذا المنهج لمثل هذا النوع من الدراسات، وقد تكون مجتمع الدراسة من موظفي الرقابة الداخلية على المنظمات الأهلية في وزارة الداخلية. وقد استخدم الباحث طريقة العينة العشوائية، حيث تم توزيع (60) إستبانة على عينة الدراسة، وقد تم استرداد (55) إستبانة بنسبة استرداد(92%).وقد توصلت الدراسة إلى وجود تأثير ايجابي لمتغيرات الدراسة على أداء المنظمات الأهلية، وكان أكثرها تأثيرا متغير التشريعات والقوانين الرقابية، يليها الكفاءات الإدارية والفنية، والاستقلالية ، وآخرها أدوات وأساليب الرقابة الداخلية الحديثة.وقدمت الدراسة العديد من التوصيات، أهمها: العمل على تحسين القوانين التي تعطي الحق للوزارة باتخاذ العقوبات الخاصة بحق المخالفين من المؤسسات الأهلية، وضرورة تقديم حوافز للعاملين في مجال الرقابة الداخلية على المؤسسات الأهلية. The study aimed to identify the impact of the control imposed by the Interior Ministry on civil society organizations in Gaza Strip.The researchers used the descriptive and analytical approach; this approach is appropriate for this kind of studies. The study population consisted of supervision employees over the civil institutions in the Ministry of Interior officials. The researcher used random sampling method. Among the study sample, 60 questionnaire papers were distributed of which 55 were retained, which means the retained rate was (92%). The study has found a positive effect of the study variables on the performance of civil institutions. The most effective variable was legislation and supervision laws variable, followed by administrative and technical competence, independence, and the latest were tools and techniques of modern supervision.The study has many recommendations: work to improve laws that give the right to the ministry to punish violators of civil institutions, and the need to provide motivation for those working in the field of supervision over civil institutions.
