الملخص
تهدف هذه الدراسة إلى تبيان سياسة الانتقال الرقمي في الجزائر، في إطار ترشيد عمل المرافق العمومية ومدى تأثير هذه الأخيرة على تقديم نمط فعال للخدمة العمومية بما يخدم تطلعات الجمهور. بينت الدراسة مجالات رقمنة الإدارة العامة ذات الصلة بعملية ترشيد المرفق العام، كالديمقراطية التشاركية و الشفافيةالإدارية.وأهم الصعوبات التي تعترض ترشيد المرافق العامة والحلول المقترحة لتجاوزها. This study aims to clarify the digital transition policy in algeria, in the context of rationalizing the work of public utilities and the extent of the influence of the latter onproviding an effective pattern of public service in a way that serves the aspirations of the public. the study clarified the areas of digitizing the public administration related to the process of rationalizing the public utility, such as participatory democracy and administrative transparency. the most important difficulties encountered and the rationalization of public utilities and the proposed solutions to overcome them
