واقع السياسات البيئية وانعكاسها على التنمية المستدامة في الجزائر

الملخص
يركز الباحثون والمجتمع الدولي في الوقت الراهن على القضايا المتعلقة بالمشاكل البيئية لما تمثله من خطر على الحياة البشرية، مما جعل من عملية الحفاظ على البيئة وحمايتها بعدا استراتيجيا للإدارة الرشيدة لمختلف الموارد الطبيعية لأنها شرط أساسي لتحقيق التنمية المستدامة. ومن هذا المنطلق تمثلت أهدافنا من خلال هذه الورقة البحثية في تشخيص الواقع البيئي ومشكلاته ومختلف السياسات البيئية المعتمدة في الجزائر، بالإضافة إلى معرفة المؤشرات البيئية للتنمية المستدامة، وكذا التخطيط البيئي ودوره في حماية البيئة وتحقيق التنمية المستدامة في الجزائر. كما خلصنا إلى مجموعة من النتائج كان أبرزها أن حماية البيئة لا يمكن أن تعتبر فقط كسياسة من سياسات الدولة يقتصر محتواها على توجيهات وقوانين، بل يجب أن ترتقي إلى بعد استراتيجي تتكامل فيه مجهودات الدولة مع الثقافة البيئية للمجتمع من أجل تجسيد التنمية المستدامة. Accordingly we represented our goals through this research paper in the diagnosis of the environmental situation and its problems and the various accredited environmental policies in Algeria, as well as knowledge of the environmental indicators of sustainable development, and the environmental planning and its role in protecting the environment and achieving the sustainable development in Algeria. We have concluded a set of results, most notably that the protection of the environment can be considered not only as a policy of the state, that their content is limited to the directives and laws, but must rise to a strategic dimension where the state's efforts are integrated with the environmental culture of society in order to realize sustainable development Les chercheurs et la communauté internationale se concentre actuellement sur les questions liées aux problèmes environnementaux, car il représente une menace pour la vie humaine, ce qui rend le processus de préservation et de protection de l'environnement une dimension stratégique à la gestion rationnelle des différentes ressources naturelles, parce qu’il est une condition préalable à la réalisation du développement durable. Nos objectifs représentés par ce document de recherche sont de diagnostiquer la situation environnementale et les problèmes de diverses politiques algériennes de l'environnement, ainsi que la connaissance des indicateurs environnementaux pour le développement durable, et aussi la planification environnementale et son rôle dans la protection de l'environnement et la réalisation du développement durable en Algérie. Nous avons conclu plusieurs résultats, notamment que la protection de l'environnement ne peut être considérée uniquement comme une politique de l'État, leur contenu est limité aux directives et lois, mais doit relever la dimension stratégique, il est intégré aux efforts de l'Etat dans lequel la culture environnementale de la communauté à reflète le développement durable.
