الملخص
: البلدية هي القاعدة الإقليمية للامركزية وتشكل الإطار المؤسساتي لممارسة الديمقراطية على المستوى المحلي والتسيير الجواري وتعتبر أصغر فرع إداري للتنظيم الإقليمي في الجزائر خاصة إذا تعلق الأمر بالخدمة العمومية وتنفيذ السياسات العامة للدولة، ومن هذا المنطلق تحاول هذه الدارسة تحليل وظائف وأدوار المجالس البلدية (بلدية قسنطينة نموذجا) في مجال تقديم الخدمات العامة انطلاقا من نصوص قانون البلدية رقم 10-11 المؤرخ 22 يونيو 2011 الذي تم صياغته للحفاظ على وتيرة الإصلاحات السياسية والاقتصادية. The commune is the basic territorial collectivity of the Algerian State, both a collectivity having legal personality, endowed with its own organs, deliberative and executive, and the smallest administrative subdivision of the territorial organization of Algeria.
