Analyse Empirique Des Contraintes De Developpement Local Dans L’espace Rural De La Wilaya De Tizi-ouzou

Résumé

Depuis l’indépendance du pays, la wilaya de Tizi-Ouzou va connaitre des mutations territoriales et des transformations socio-économiques importantes liées principalement à deux éléments : dysfonctionnement spatial induit par la non maitrise de la croissance urbaine, l’apparition du tissu industriel public sur un territoire insuffisamment équipé. Récemment, la wilaya de Tizi-Ouzou a bénéficié, dans le cadre de la démarche des pouvoirs publics visant à mettre à niveau l’ensemble des wilayas du pays afin d’améliorer les conditions de vie des citoyens, des moyens financiers conséquents dans le cadre des derniers plans de développement couvrant la période (1999-2019), destinés notamment à la réalisation de plusieurs projets dans différents secteurs d’activités. Le but de cet article étant l’identification des contraintes de développement local des zones rurales en référence à l’étude de la wilaya de Tizi-Ouzou. Since the independence of the country, the wilaya of Tizi-Ouzou is going to know territorial mutations and important socio-economic transformations related mainly to two elements: space dysfunction induced by the non control of the urban growth, the appearance of the fabric public industrial sector in an insufficiently equipped territory. Recently, the wilaya of Tizi-Ouzou benefited, as part of the process of public authorities to upgrade all the wilayas of the country to improve the living conditions of citizens, substantial financial means in the context the last development plans covering the period (1999-2019), intended in particular for the realization of several projects in different sectors of activity. The purpose of this article is to identify the constraints of local development of rural areas in reference to the study of the wilaya of Tizi-Ouzou.
