الحوكمة في المطارات : دراسة حالة مطارات الجزائر Airport Governance: The Case Of Algeria's Airports.

الملخص
تلعب المطارات دورا محوريا في التنمية الاقتصادية و الاجتماعية، مما يدفع الى تطوير طرق تسييرها بما يكفل ضمان طرق تمويلها الذاتية، عصرنة الهياكل و عقلنة مصاريفها التشغيلية. إن ما تمثله الحوكمة الرشيدة في قطاع المطارات من تحسين للأداء و الفاعلية يمكن أن يشكل رافدا من روافد خلق القيمة و ذلك بالقضاء على محدودية القطاع العام على تخفيض التكاليف، زيادة أرباح الإنتاجية و بالتالي تحقيق تنمية أكثر فاعلية و أقل كلفة. انطلاقا من برنامج الاتحاد الأوروبي لإصلاح وتنمية المطارات، فان هذا البحث يهدف الى ابراز دور حوكمة المطارات في خلق القيمة وتحسين مؤشرات الأداء، و كدا الاليات المتاحة لتجسيد حوكمة رشيدة للمطارات في الجزائر. ان إصلاح المنظومة القانونية في المطارات يفتح الباب أمام القطاع الخاص من أجل المساهمة في تحسين النوعية والأداء الكلي من خلال ضبط الإطار التشريعي والمؤسساتي. Abstract: Airport governance: the case of Algeria's airports. Airports play a central role in economic and social development which leads to developing ways to manage them in order to ensure self-financing, structures modernization and operating expenses rationalization. Good governance, as a tool for enhancing performance and efficiency in the airport sector, can be a source of value creation by putting an end to the public sector inability to reduce expenses, increasing productivity gains and thus achieving a development which is more effective and less expensive. Based on the European Union program for airports reform and development, this research aims to highlight the role of airport governance in creating value and improving performance indicators as well as the available mechanisms in the application of good governance in Algerian airports. Reforming the legal system at airports paves the way for the private sector to contribute to improving quality and overall performance by controlling the legislative and institutional framework.
