الملخص
ملخص: مما لا شك فيه اليوم، أن من بين أهم المعايير التي تقاس بها الديمقراطية ويقاس بها الانفتاح السياسي للأنظمة السياسية للدول، هو مدى تمتع الأفراد داخلها بقدر من ممارسة الحريات السياسية والانشغال بالأمور السياسية رأيا أو تعبيرا، انفرادا أو بصورة جماعية، تلقائيا أو عن طريق تنظيمات، إذ أن تقدم الدول لا ينظر إليه من خلال مكانتها الاقتصادية أو العلمية فحسب بل أيضا من خلال احترامها للحقوق والحريات بوجه عام، ومن خلال مدى حرصها على توفير الظروف والمقومات التي تمكن الأفراد من المشاركة في المجال السياسي وفي تسيير الشأن العام للدولة. ومن غير المختلف فيه أيضا، أن الإسلام قد حفظ للأفراد حرية الرأي وحرية التعبير والنقد وغيرها من الحريات السياسية بجميع الوسائل المشروعة، ما دامت هذه الحريات تمارس ضمن حدود الشرع وفي إطار المصلحة العامة، تقديرا منه أنه لا مناص إلى تحقيق نظام سياسي إسلامي رشيد ودولة مستقرة دون أسس الشورى وحرية الرأي والتعبير. Abstract: There is no doubt today, that among the most important criteria by which democracy and the political openness of states political systems, are measured is the extent to which individuals within them enjoy a degree of political freedom and preoccupation with political matters, opinion or expression, individually or collectively, automatically or through organizations, as the progress of states is seen not only through its economic or scientific position, but also through its respect for rights and freedoms in general, and through the extent of its keenness to provide the conditions and ingredients that enable individuals to participate in the political field and in the conduct of the public affairs of the state. It is also not different in it, that Islam has preserved for individuals freedom of opinion, freedom of expression, criticism and other political freedoms by all legitimate means, as long as these freedoms are exercised within the limits of Sharia and within the framework of the public interest, in recognition of it that there is no choice in achieving a rational Islamic political system and a stable state Without the foundations of Shura and freedom of opinion and expression.
