الملخص

يشكل البحث العلمي في المؤسسات الجامعية والمراكز البحثية المتخصصة منطلقا هاما في مساعي المجتمعات نحو الرفعة والتقدم، لاسيما البحوث التي يتوفر فيها مقومات علمية رئيسية، فالبحث العلمي ليس نشاطا يقوم به الباحث فقط لأغراض الترقيات والرتب العلمية وإنما هو أيضا يعد عملية أخلاقية يقوم على مجموعة من العناصر والمعايير والقيم الأخلاقية التي يجب على الباحث الالتزام بها للوصول إلى حلول لمشكلات تؤرق المجمع، ومما لا شك فيه أن الأمانة العلمية تأتي على رأس هذه القيم الأخلاقية، إذ تعتبر من أهم مقومات البحث العلمي ونجاحه، وهي الضمانة الوحيدة لاستمرار كل إبداع فكري ونتاج عقلي، لذلك نهدف من خلال هذه الورقة البحثية إلى توضيح أهم المبادئ التي تحكم منظومة أخلاقيات البحث العلمي وفقا للقرار الوزاري رقم 933 الصادر عن وزارة التعليم العالي والبحث العلمي، وبيان أساليب وآليات التي تواجه بها السرقة العلمية التي تعد أحد أوجه تجاوز الأمانة العلمية وبالتالي عدم احترام اخلاقيات البحث العلمي، وابراز الممارسات الخاطئة المخالفة للآمانة العلمية المنتشرة في الأوساط الأكاديمية. There is no doubt that scientific honesty comes at the forefront of these ethical values, because it is considered one of the most important components of scientific research and its success, and it is the only guarantee for the continuation of all intellectual creativity and mental production, therefore we aim through this research paper to clarify the most important principles that govern the system of ethics of scientific research in accordance with the decision Ministerial No. 933 issued by the Ministry of Higher Education and Scientific Research, and a description of the methods and mechanisms put in place that face scientific theft, which is one of the aspects of transcending scientific trust, and therefore lack of respect for ethics of scientific research, and highlighting wrong practices that violate scientific trust More prevalent in academic circles.
