الدور الفعال للحوكمة في جذب الاستثمارات الأجنبية في الجزائر

الملخص
الملخص: أصبحت الحوكمة في الوقت الراهن، من المواضيع التي تحتل مكانة هامة وأساسية في أولويات الدراسات الاقتصادية والقانونية، لما لها من دور فعال في جذب الاستثمارات الأجنبية، مما دفع الدول العمل جاهدة لأجل تفعيل حوكمة المؤسسات. والجزائر ليست بمعزل عن العالم، فرغبة منها في زيادة التكامل الاقتصادي العالمي كغيرها من الدول النامية، أعاد المشرع نظرته من خلال الحركات الإصلاحية التي عرفتها الدولة منذ الثمانينات إلى يومنا هذا. وفي إطار هذا المسعى قامت الجزائر بسن تشريعات قانونية ووضع حوافز وضمانات قصد تحسين المناخ الاستثماري والشفافية وتبسيط الإجراءات والرقابة وحماية المستثمرين الأجانب. Résumé : La gouvernance est devenue un des sujets qui occupe une place importante et principale dans les priorités des études économiques et juridiques, en raison de son rôle efficace pour l’attraction des in-vestissements étrangers, ce qui a poussé les pays à employer de grand effort pour l’activation de la gouvernance d’entreprise. L’Algérie n’est pas isolée du monde et en désirant d’accroître l’intégration économique mondiale comme tous pays en dé-veloppement, le législateur algérien a reconsidéré sa position à travers diverses réformes depuis les années quatre-vingt jusqu’à nos jours. Dans le ca-dre de cette initiative, l’Algérie a légiféré des lois et a mis en place des incitations et des garanties ju-ridiques afin d’améliorer le climat d’investissement, la transparence, la simplification des procédures et du contrôle et la protection des investisseurs étrangers. Abstract : Governance has become one of the main topics in the priorities of economic and legal studies be-cause of its effective role in attracting foreign in-vestment, which has led countries activation of corporate governance. Algeria is not isolated from the world and by wishing to increase the world economic integration like the other developing countries, the Algerian legislator has reconsidered its point of view through the reforms that have been known by the State since the eighties to the present day. In the effort of this initiative, Algeria has legislated laws and put in place incentives and legal guarantees to improve the investment cli-mate, transparency, simplification of procedures and control and protection of foreign investors.
