الملخص
تهدف هذه الدراسة لتحديد التداعيات الأمنية لحالة فشل الدولة في ليبيا على المنطقة المغاربية في ظل الأزمات السياسية الراهنة ، فقد أدت الإحتجاجات الشعبية في فترة ما بعد2011 م التي إجتاحت منطقة المغرب العربي لإعادة تشكيل كل من البيئة السياسية و الأمنية ،و تم إثرها إسدال الستار على أحد أعتى الدكتاتوريات في العالم في كل من تونس و ليبيا و مصر، ورغم أن أغلبها نجح في المرور من هذه الحالة بإعادة تشكيل النظام أو بناء ديموقراطية ناشئة إلا أن بعض الحالات عجزت الحفاظ على أبسط مقومات الدولة الهيكلية لتصبح نموذجا كارثي للفشل الدولاتي . وتعد الحالة الليبية أبرز نموذج لهذا الفشل بكل معانيه فبعد سقوط نظام القذافي دخلت البلاد في حالة من الفوضى متعددة الأطراف و الأبعاد في صورة تصفية حسابات قبلية و صراع على السلطة و مناطق النفوذ في ظل غياب هياكل السلطة و القانون و هو ما جعلها في عجز تام عن القيام بإلتزامتها الخارجية، و كل هذا كان له الصدى الواسع داخليا وخارجيا لتجد دول المنطقة المغاربية نفسها مجبرة على الإستجابة بشكل متزايد للأمن المشترك و معالجة الديناميات الجديدة في تحدي جديد أمام تفاعلات السياسة و الأمن . Abstract: This study aims to determine the security implications of the Libyan case as a failed state in the Maghreb region , which was as a result of current political crises after the popular protests in the post-2011 period that invaded the Maghreb region and led to the restructuring of both the political and security environment, and lead to replacement of one of the most powerful dictatorships in the world in Tunisia, Libya and Egypt, although most of them succeeded in passing through this situation by reshaping the system or building an emerging democracy, some cases have failed to maintain the most basic structural elements of the state to become a disastrous model of failed state. The Libyan situation is the most prominent example of this failed cases after the fall of the gadhafi regime leading the country in a status of multilateral anarchy and dimensions in the form of the tribal war and Conflict about for power and areas in the absence of the official power structures and law, which made it in complete inability to carry out its International commitment, and all of this has resonated widely internally and externally to Maghreb region ,and forced the Countries of the region to respond increasingly to common security and to address new dynamics in a new challenge to policy and security interactions.
