أثر الحراك الشعبي العربي على الإصلاح السياسي في الأردن (2011- 2014)

ملخص : بعد بدء مرحلة الحراك الشعبي العربي في أقطار الوطن العربي في تونس ومصر , بدأت الاحتجاجات الشعبية تنتشر في معظم أقطار الوطن العربي الأخرى وتطالب بالمزيد من الإصلاح والحرية والديمقراطية والمشاركة في صنع القرار ومحاربة الفساد , والأردن كغيره من الدول شهد العديد من الحركات الاحتجاجية الشعبية والمسيرات والمظاهرات التي تطالب بمزيد من حرية التعبير والديمقراطية والإصلاح السياسي وغير ذلك من مطالب الحركات الاحتجاجية, ومن هنا فإن هذه الدراسة تهدف إلى معرفة أثر الحراك الشعبي العربي على الإصلاح السياسي في الأردن , والتعرف على مطالب الحركات الاحتجاجية في الأردن , وتعامل النظام السياسي الأردني معها . وقد توصلت الدراسة إلى أن الحراك الشعبي العربي أثر وبشكل مباشر على الأوضاع السياسية في الأردن, وأن الحركات الاحتجاجية الشعبية في الأردن كانت سلمية , وأن النظام السياسي الأردني استجاب لمطالب الاحتجاجات بإجراء بعض الإصلاحات السياسية تمثلت بتشكيل لجنة الحور الوطني والتعديلات الدستورية والمحكمة الدستورية وقانون الانتخاب لمجلس النواب وقانون الأحزاب السياسية, وقد أوصت الدراسة بتعديل بعض نصوص الدستور الأردني المتعلقة بكيفية بعمل المحكمة الدستورية والهيئة المستقلة للانتخاب, وتعديل قانون الانتخاب لمجلس النواب وقانون الأحزاب السياسية. Arab Spring effect on political reform in Jordan (2011-2014) Abstract After the start of the stage of the Arab Spring in the countries of the Arab world in Tunisia and Egypt, began public protests spread in most Arab countries other and demanding more reform and freedom, democracy and participation in decision-making and the fight against corruption, and Jordan, like other countries, has seen many of the protest movements in popular marches and demonstrations demanding more freedom of expression, democracy and political reform, and other demands of the protest movements, hence, this study aims to determine the impact of the Arab Spring on political reform in Jordan, and to identify the demands of the protest movements in Jordan, and the Jordanian political regime deal with it. The study found that the impact of the Arab Spring and directly on the political situation in Jordan, and that the popular protest movements in Jordan was peaceful, and that the Jordanian political regime responded to the demands of the protests make some political reforms was the formation of the National Poplar Commission and the constitutional amendments and the Constitutional Court and the electoral law and the political parties law, the study recommended amending some provisions of the Constitution of Jordan on how to work of the Constitutional Court and the Independent Commission for the election, and amending the election law and the political parties law.
