الملخص
قبل اندلاع الحرب العالمية الثانية وبسبب المشاكل السياسية التي كانت تعاني منها منطقي سبة ومليلية سنة1938 حاولت فرنسا ربط الجزائر بالمغرب الأقصى باتفاقية تجارية تسمح لها نقل البضائع والأشخاص من المغرب إلى فرنسا عبر ميناء نمور الجزائري كان الهدف من الاتفاقية الحفاظ على مشاريعها المشتركة واستمرارية النقل عبر منافذ مختلفة، ولضمان السير الحسن للعملية وضعت مجموعة من القواعد لتنظيم طرق تبادل المنتجات، بتحديد أقاليم تجارية، وفرض نظام جمركي بين البلدين يسهل ويحافظ على المصالح الخاصة لكل مستعمرة. فما هي الدوافع الجوهرية لهذا الاتفاق؟ وما هي طبيعة العلاقات التجارية المبرمة بينهما سنة 1938؟ Abstract: Before the second war world and because of political problems that were suffering Sebta and Melillia in 1938, France tried to link Algeria to Morocco with a trade agreement that would allow it to transport goods and people from Morocco to France through the Algerian port of Nemour, Her objective was to maintain its joint projects and to ensure the continuity of transportation through different ports, and to ensure the progress of the process, a set of rules was established to regulate the ways of exchanging products, by defining trade territories, and imposing a customs system between the two countries that facilitates and preserves the special interests of each colony, so What is the essential motives of this agreement?
